Most GPUS start to throttle back or the driver will crash around 90 C. But you don't really want to run your fans at 85% constantly as this will wear your fans out prematurely. There is also CoreTemp, but that does not provide values for fan speeds, and thus may not meet your needs.
The only plugins for Rainmeter that I know of are SpeedFan (which I posted about before) and HWiNFO. If you don't mind the noise just be agressive. If you want both fan speed(s) and temperature(s), the options are a bit limited.
